Statistical Analysis
RECRUITMENT ONLY
PURPOSE: To conduct applied research, assessment, and evaluation studies involving working with client to develop evaluation needs and statistical information; designing approaches to pull required data; managing large, computerized databases; providing statistical analysis and inference; interacting and communicating with client contacts and group managers; scheduling and tracking project work; and report preparation.
ESSENTIAL JOB FUNCTIONS:
Identifies and develops program evaluation statistical data; works directly with client and outside consultants; and coordinates work of Oak Ridge Associated Universities (ORAU) project staff to meet project milestones and deliverables.
Develops program-specific survey instruments, establishes protocols, develops and maintains scheduling of activities, obtains required approvals, resolves problems, and conducts surveys for projects. Documents data collection procedures, data files, application programs, and data analysis.
Oversees and participates in data collection activities, including monitoring return of forms and processing of data to gather additional information. Designs, implements, and uses procedures for data entry, retrieval, quality control, and data management activities including on-line databases.
Analyzes data including design of on-line and database procedures to maintain and analyze data, produce summary statistics, verify results, and provide data to project staff and other contacts.
Prepares results and reports by providing summary data tables, descriptive statistics, and relevant comparison data, and drafting and editing report documents.
Serves as a consultant to program staff on tracking and evaluation activities for report preparation.
REQUIREMENTS:
Master’s degree or other graduate degree in a quantitative discipline; substantial experience in research, assessment, and gathering and compiling statistical information. Prefer one (1) year experience as a statistician. For three of the five (5) years immediately prior to applying for the specific contract position, the individual must have 1) resided in the United States; 2) worked for the United States overseas in a Federal or military capability; or 3) be a dependent of a Federal or military employee serving overseas. These individuals must, however, be United States citizens or Permanent Resident Aliens. Individual should have experience determining which statistical procedures are appropriate for the stated mission/objective(s) of the program and which procedures are feasible within time frame constraints. Individual should have an in-depth knowledge of database systems and experience extracting information for statistical analysis and reporting, to include familiarity with counter-terrorism statistical information. Applied statistics and survey research techniques as applied to workforce assessments, descriptive and inferential statistical procedures for evaluation and assessment, and project management and oversight skills required. Special knowledge and experience about specific research methodologies and techniques appropriate to the evaluation of counter terrorism programs and statistical information required. An active or reinstatable TOP SECRET (TS) security clearance is required for this position.
