Project Manager 1 Peer Review

MULTIPLE OPENINGS

 

PURPOSE: To apply project management expertise to all aspects of managing assigned Peer Review Programs (PRP) projects including planning, organizing, budgeting, cost control, time schedules, quality assurance, sponsor communications, and staff coordination. Responsible for ensuring all PRP, ORISE and ORAU procedures, policies and regulations are met and maintained within the project. Actively manage program development activities and participate with managers and other staff in planning and developing activities.

 

ESSENTIAL JOB FUNCTIONS:

 

  • Personnel Coordination. Provide leadership to staff that conveys project directions and assists staff in maximizing their contributions; establish clear expectations for staff and provide constructive feedback on performance; coach/mentor/direct staff to develop their potential and enhance productivity and effectiveness; establish work schedules and priorities; deal directly with any performance problems (refer unresolved issues to supervisor); ensure that staff understand and follow procedures, policies and guidelines, and regulatory requirements.

 

  • Project Management. For work supported by 2-3 primary sponsors with similar projects, plan activities and resources to meet customer requirements and agreed upon deliverables; promote customer focus and meeting customer needs; organize activities to meet business objectives; maintain frequent customer contact to assure work is acceptable and timely; and identify and solve problems to maintain and enhance quality customer satisfaction.

 

  • Professional and Technical Performance. For research review projects, maintain and apply knowledge on the coordination of peer reviews and scientific workshops. Understand the policy and directives of the sponsor groups related to reviewer search, conflict of interest and confidentiality, overall peer review procedures, and documentation. Understand the overall research cycle per customer organization and apply knowledge to provide technical assistance in each part of the research cycle. Be expert in planning and coordinating research reviews - postal and panel - and workshops including set-up and operation of PeerNet.

 

  • Financial Management. Coordinate with program sponsors to determine funding needs and ensure adequate funding is available before expenditure commitments are made. Prepare budgets and control expenditures in accordance with agreed upon deliverables and PRP and ORAU requirements. Approve programmatic expenditures as specified in the Delegation of Approval Authority. Advise the group manager and/or program director on any funding or expenditure issues. Track commitments and expenditures at the activity level and report monthly on the status of overall activity funding and expenditures.

 

  • Program Development. Demonstrate knowledge about the project, PRP, ORISE and ORAU competencies and promote teaming within ORISE/ORAU. Identify and establish working relationships with potential new customers and new personnel within the customer base. Provide input to statements of work and field work proposals. Participate on teams to prepare proposals for new work.

 

  • Communications. Maintain close communications with senior managers and program director on quality assurance, staffing for research review activities, issues and developments related to personnel, sponsors, and other operational activities. Provide input to PRP annual planning and setting of near and long-term goals and objectives. Work closely with counterparts in Business Operations to ensure smooth operations and timely delivery of products.

 

REQUIREMENTS:

REQUIREMENTS: Bachelor's degree in Business Management or related discipline and four - six years of job-related experience or an equivalent combination of education and experience. Must understand policy and directives related to reviewer search, conflict of interest and confidentiality, overall peer review procedures, and documentation required. Must understand the overall research cycle per customer organization and apply knowledge to provide technical assistance in each part of the research cycle. Must have expert knowledge in planning and coordinating research reviews. Must possess the ability to take customer requirements for a peer or merit review and tailor software to meet the needs of the review. Experience establishing a productive meeting environment and providing on-site assistance - check-in, discussion, dealing with conflict of interest, check-out process, defining and delivering reports required. Moderate travel required.
