Manager 2 Education

PURPOSE: To manage a suite of workforce development programs for Oak Ridge National Laboratory (ORNL), as well as those for Department of Energy (DOE) and other DOE laboratories such as the National Energy Technology Laboratory and Savannah River National Laboratory. To ensure all Science Education Program (SEP), ORISE, and ORAU procedures, policies, and regulations are met and maintained within the group. To be actively involved with other SEP management staff and other ORAU/ORISE staff in providing leadership.

 

ESSENTIAL JOB FUNCTIONS:

 

  • Leadership and Personnel Management. Provide leadership to staff that conveys group direction and assists staff in maximizing their contributions; establish clear expectations for staff and provide constructive feedback on performance;

 

  • Program Management. For work supported by sponsors, plan group activities and resources to meet customer requirements and agreed upon deliverables;

 

  • Professional and Technical Performance. For programs involving eight or more types of participants, maintain and apply knowledge of current trends and issues in higher education as related to the DOE-funded research participation and internship programs;

 

  • Financial Management. Coordinate with the various DOE and Laboratory-based program sponsors to determine funding needs and ensure adequate funding is available before expenditure commitments are made;

 

  • Program Development. Oversee and participate in SEP program development activities related to DOE and Laboratory sponsors including systematically identifying, qualifying and establishing relationships with potential new DOE and DOE Laboratory customers, developing new business, and enhancing the business relationships with current DOE and DOE Laboratory sponsors;

 

  • Communications and Other Activities with SEP Associate Director and Other ORAU Management. Maintain close communications with SEP Associate Director and senior management team on all issues and developments related to personnel, sponsors, mentors, participants, applicants, and other program management/operations activities.

 

REQUIREMENTS:

JOB QUALIFICATIONS: Master's or other graduate degree in science, education, or business administration related field with six - ten years job-related experience or equivalent combination of education and experience. Must have experience in: managing federally sponsored programs; identifying and interacting with potential new sponsors; budgeting and cost control and project management: and interacting with university faculty, staff, and students in order to understand and build effective working relationships with institutions and potential. Excellent communication and strong interpersonal skills are a must. Experience in staff management and an ability to build, motivate, and lead a high-performing team is required. Must be flexible, dependable, and self-directed. A working knowledge of the issues and challenges specific to HBCUs and other minority-serving universities and colleges is desired, as is experience in recruiting participants that are underrepresented in science and engineering fields. Knowledge of science and the scientific process, as well as experience with ORNL is desirable.
