Project Controls Specialist 4
PURPOSE: Will provide direction and oversight of the project management tools, systems, and practices for the entire organization. Be responsible for the development, maintenance, and communication of the project portfolio database and the accuracy of budgets, forecasting, and schedule data to ensure the accuracy of reporting across the entire company.
ESSENTIAL JOB FUNCTIONS:
Directs the organization's efforts towards effectively utilizing project management best practices, processes, and systems.
Develops quality control points for cost reporting, integrity of data, and project set-up including creation of project cost structures.
Directs information technology (IT) activities related to interfaces with Oracle, Primavera, data migration, and user training.
Maintains and ensures success in delivering on assigned business improvement, benchmarking, and reviews commitments including incorporating the requirements of the Project Controls Community and the recommendations of the Corporate Leadership.
Performs oversight and guidance for ORAU's Earned Value Management System (EVMS) and leads company-wide efforts for EVMS certification.
Provides technical expertise and oversight for the project management system and staff.
Develops and conducts training related to enterprise interface, Primavera, and project controls principles.
REQUIREMENTS:
JOB QUALIFICATIONS: Bachelor's degree in Engineering, Technology, Business, Accounting or other related field with more than 10 years of project controls/management related experience. Current Project Management Professional (PMP) Certification. Two or more years of experience in Oracle Financials and/or Oracle Projects. Advanced knowledge of Primavera 6, Version 8.1 or greater preferred. Knowledge of Agile Project Management desirable. Demonstrate advanced knowledge of project control principles for the project management industry as found in the Project Management Body of Knowledge (PMBOK), including concepts of cost analysis and earned value determinations. Extensive experience in the development and maintenance of periodic (daily, weekly, monthly) status reports including baseline change proposals and cost performance reports preferably in a federal business environment. Extensive experience in risk assessment and analysis, cost analysis, estimating, and cost proposals. Possesses a thorough understanding of application programming, database and system design concepts. Possess a strong understanding of the federal business environment and best practices and regulatory requirements. Understand various contract types, i.e. cost plus, T&M, FFP and provides interpretation of the contract requirements. Must have excellent verbal and written communication skills and effective interpersonal skills.
