CSEPP Planning Guidance
The CSEPP
Planning Guidance is the primary strategic document providing state,
local and U.S. Army installation planners with guidelines for formulating
and coordinating emergency plans and the associated emergency response
systems for chemical events that may occur at the chemical agent
stockpile storage locations in the continental United States.
This document provides a comprehensive approach to planning for
use by both on-post and off-post agencies and organizations in the
development of a coordinated plan. It contains checklists identifying
important factors to include in the plans and procedures developed
at each Chemical Stockpile Disposal Program (CSDP) location. The
checklists are supplemented by detailed planning guidelines on major
topical areas.
The document represents a consensus regarding planning
philosophies and approaches among federal agencies, technical support
organizations, and state, local and installations planning organizations.

This document serves three principle purposes in the CSEPP:
- to promote the development of an effective, complete, and comprehensive
emergency response capability at each chemical agent stockpile location
by providing guidance and direction to assist state, local, and
Army installation planners in formulating, coordinating, and maintaining
effective emergency response plans;
- to ensure that critical planning
decisions are made consistently at all eight chemical agent stockpile
locations by establishing a single adequate and systematic framework
for emergency response planning related to the CSEPP;
- to provide a basis for assessing the adequacy of emergency preparedness
planning as a part of the evaluation of proposals for federal assistance.
