The DOE Office of Emergency Management (OEM) has issued the following Emergency Management Update relating to the release of Revision 25 of the Protective Action Criteria Workbook. Using the Emergency Management Issues Special Interest Group (EMI SIG) Listserv, OEM periodically sends updates related to emergency management topics of interest.

Previous issues of updates are available on the EMI SIG website and on the Subcommittee on Consequence Assessment and Protective Action (SCAPA) page. Generally, in cases where the subject requires more than one page of discussion, the update includes a summary discussion and links are provided for more detail.

Release of Revision 25 of the Protective Action Criteria (PAC) Database

Revision 25 of the Protective Action Criteria (PAC) Workbook has been released. The database documents PAC values used in U.S. Department of Energy (DOE)/National Nuclear Security Administration (NNSA) emergency management programs. Rev 25 of the Workbook is the most up-to-date listing of PAC values. Specifically, the changes to the Workbook documented in Rev 25 include the following:

  • Three chemicals were removed from the Workbook.
  • Twenty-three new chemicals were added to the PAC Workbook, bringing the total to 3,373 chemicals.
  • “Coal tar, aerosol” and “Coal tar (Coal tar volatiles)” were combined and are listed as one CASRN: 8007-45-2.
  • The introductions for each PAC table were revised to reduce redundancy and provide information specific to the associated table.
  • Any changes in the published concentration limits (e.g. TLV-TWA) used in the TEEL methodology were updated.
