The DOE/NNSA Office of Emergency Management (OEM) has issued the following Emergency Management Update relating to new Standardized Bomb Threat Stand-off.  Using the Emergency Management Issues Special Interest Group (EMI SIG) Listserv, OEM periodically sends updates related to emergency management topics of interest.

Previous issues of updates are available on the EMI SIG website and on the Subcommittee on Consequence Assessment and Protective Action (SCAPA) page. Generally, in cases where the subject requires more than one page of discussion, the update includes a summary discussion and links are provided for more detail.

New Standardized Bomb Threat Stand-off Card

The Department of Homeland Security (DHS) Office of Bombing Prevention (OBP) recently released a revised card providing uniform guidelines for explosive device safe standoff distances.  Developing consensus-based guidelines was part of the implementation plan for HSPD-19 and is the result of efforts by Federal agencies and partner law enforcement organizations.

It captures extensive technical research projects and tests documenting peak air blast overpressure and fragmentation hazards distances.  The June 2010 cards are being distributed as part of the DHS/OBP training and outreach schedule. You may access a copy by clicking on the link above.
